Dear Sir / Madam,
I am looking for 5 western style hotels that have Lake Ashinoko view and easily accessible. My budget is around 18,000 - 25,000 JPY.

I guess you mean 5-star hotels? They seem to have only up to 4-star in Hakone. If you want to be on the lake, the following should be good:
The Prince Hakone Lake Ashinoko
Odakyu Hakone Lake Hotel
Hakone Hotel - Fujiya Hotel Lake View Annex

Can you advise among the 3 hotels you mentioned, which one is easier to access / nearer to town / tourist attractions?
