Is it possible/safe to visit Mt Aso and the Takachiho gorge after the Kyushu Earthquake?
(We were going to visit these sites in november 2016)

Is it best to leave from Fukuaka and is it possible to do it by public transport?

It is totally safe!

Moreover, they have just re-opened the southern approach to the ropeway at Mt Aso (the northern and eastern approaches remain closed).

I would highly recommend visiting Aso - its absolutely spectacular. I would also recommend you try and find some way of doing the 'Milk Road' that runs along the rim of the Aso caldera for some trully awe-inspiring views. I have my own car, so have no idea about public transport, but the tourist office should be able to help you out on that.
