how do we get from Nakatsugawa to Yaotsu along roadway 418? are there unpaved parts?

I checked some websites and found out that Route 418 is closed to traffic from Ena to Maruyama dam due to construction of Shin-Maruyama dam.
You need to detour without using Route18 as below:
