Hello J-Guide -
My sister and I are flying out in mid-October and plan to be in Tokyo in for Halloween.
Is Shibuya still the #1 spot in terms of largest crowds, or did it move elsewhere? We want to book a place close to where the most action is.

Last year there were lots of dressed-up people in Roppongi on Halloween.

Shibuya has been the main hub for around five years but due to growing popularity other places are also throwing parties. BUT Shibuya crossing is still the main costume party so we are planning on going there for that Sunday before Halloween.

We ended up finding a a pretty sick place right in Shibuya, so that's pretty convenient.
