Late night at Shibuya Mark City

Hi. we are reaching Haneda airport at 9.40pm taking limousine bus to Shibuya Excel Tokyu hotel. Read that the limousine bus will stop @ Mark city 5th floor.. and if we go down to 4th floor, there is an exit (between 17 and 15 - based on this map:

which exits to Dogenzaka area which is very near walk to APA hotel.

However, we reach Shibuya mark city at prob 1130pm, it will be closed.. I wonder will we still be able to walk thru and exit to Dogenzaka area?

Appreciate any feedback if you are familiar with the area.

Closing only each shops(thin pink).
Passage doesn't close also some restaurants(yellow) still open until 23:00 no worry.
