How to buy - Shinkansen Odekake Kippu?

I just came to know of this special Shinkansen deal for going to Odawara.

Now I have couple of questions?

1. Is there any English link to this? Is it open to foreigners?

2. Can I buy it on the very morning of travel at say 6 am from the ticket counters itself or do I need to pre-purchase it from JR Tokai Sales counters a day before?

3. Is 'unreserved' fine for a morning weekday travel?

I did use 'translate' but it doesn't specify correctly if I need to go to sales office to purchase this at their regular hours or it can also be taken from the ticket counter early morning on the day of travel.

Also, it doesn't tell anything about my query about unreserved seat availability.

If you're leaving for a terminus station, just line up in the queue and you'll have first choice of seats. We don't know which train or time you're boarding.

It has the "sales place" at the bottom.

Also half way down it mentions the option to specify the effective start date of the ticket. So you can purchase it before hand. How long before I do not know. Probably one month as normal.

No sold out and no sales seat numbers/amounts limit.

This discount ticket sales only for two or more adult(fr 12yd) passengers using
for same sections as round trip(go and return) only onece within 2 days
by 2 tickets(go and return) each passengers and have to gate in/out together
so need ticket showing at manned ticket gate. (No accept automatic gate insert)
ゆき券(yuki-ken) is "go" ticket, かえり券(kaeri-ken) is "return" ticket.

Especially when showing go ticket first gate in need return ticket together.

No "stop over" and invalid for other Railway sections(JR-East and more)
and no accept JR-East ticket gate. (only for JR-Tokai = Tokaido Shinkansen)
Cannot use return ticket for going(down train) again.

Shin-Yokohama blanch is not in Tokyo as address.

ジェイアール東海ツアーズ is not Railway company so closing date with.
Just belonging JR Tokai (Railway company) group.
Ticket office is no closing date.

No sales at "JR-East" ticket office, JR EAST Travel Service Center and "View Plaza(JR-East's travel agency)".
JR-East is another railway company just basic passenger rules mostly same/shared.
Also JR is NOT "National Rail" most foreign travelers don't know and confused.
National Rail "JNR" already finished and separated 6 JR passenger companies starts about 30ys before.

Early morning stop at Odawara train is not so many but no worry especially "こだま/Kodama"
All Kodama : 7 unreserved(car no.1 to 7) of 16 cars
All Hikari/ひかり : 5 unreserved(car no.1 to 5) of 16 cars
Car no.1 is front car odawara side, car no.16 is End car tokyo side.
1 car have 80 - 100 too much seats.
All Nozomi/のぞみ and some Hikari skipped Odawara be careful.
