Is Seishun Juhachi Kippu (Seishun 18 Kippu) same with Seishun 18 ?
I found different info between 2 different website:
1. http://www.jreast.co.jp/e/pass/seishun18.html
2. http://www.japan-guide.com/e/e2362.html

The main difference is the use and sales period. I will be going Japan on 18th March 2017 until 2nd April 2017, am i entitle to use this ticket?

The JR East English page has not been updated for usage dates in 2017; the japan-guide one is correct.

i searched in Hyperdia, from Osaka-Namba to Tsuruga, it suggest route below:

1. From Namba to Tennoji using
JR-Yamatoji Line Local for Oji --

2. Tennooji to Shin-Osaka using LTD. EXP HARUKA 18 --

3. Tsuruga using LTD. EXP THUNDERBIRD 23

Is all the trains cover under Seishun 18 Kippu?

No, the Seishun 18 does not cover limited express trains. Please carefully read the japan-guide page you have linked.

BC Next Spring period sales/date official info releaced yet.

No!
www.japan-guide.com is NOT Railway company's web.
That Spring date is just past recorded info.
Just until today No "sales overed/discontinue" announcement as official.
Recent some years sales/date are just fixed.

2)
Basically 18(Pass) valid only for "JR" lines
- Local (all stn stop type)
- Rapid (include "Special Rapid" in Osaka/Kyoto/Kobe area)
and special "exception" for some LtdExp in Hokkaido,Aomori and Miyazaki.
(NO in Kansai/Osaka,Kyoto and more and Hokuriku/Tsuruga regions)
So 2) and 3) both are out of exception 18 NOT covered.

Use HyperDia again by this settings.

3) 18? Juuhachi?
"Juuhachi" is just Japanese counting/reading both are same meaning.

This 18 means 18 yd as age.
Seishun means "Youth".
But no age limit just like "young" means "back to/with fresh" if already an adult.
18 sales periods only in long school holidays/breaks Spring, Summer and Winter.
BC in those periods student commuter pass income will decline.

No need to use bold and caps, especially when stating the obvious. JR East's English Seishun 18 page has a long history of being kept out of date, glad to see they are finally fixing it, I guess.
