I am 16 year old girl and he is 19 years old and we were going to plan a trip to japan, but am not sure if we can go because we are pretty young. does anyone know if this is allowed?

You will be travelling with your elder brother who is an adult; I do not see there would be any issue. Your brother could easily reserve all the accommodation under his name to avoid any problem during check-in.

No problem if already booked hotel for all nights.

But yr brother cannot drink(beer also more alcohols).
In Japan majority/adult is 20 NOT 18.
