Can I use Suica card to buy Haruka train ticket at Kansai Airport to and from Osaka/Kyoto at the promotion rate ?
Can Suica card be used at public transport (train, bus) at normal rate.

Mostly Yes only covered "ICOCA" and "PiTaPa" cards validy trains/buses.
(e-money for shopping/eating and also possible)
No covered Haruka's LtdExp(reserced/non-reserved seat) ticket.
Shinkansen and other LtdExp's and other tickets,too.
