My ANA flight from CTS to Tokyo is at 07:50am on Monday. How early I should be at the Airport? Is there any bus/train from Sapporo Station to CTS for that early morning? Thanks.

The first bus from Sapporo station to CTS arrives at 6:40, and does so for a reason.

Have you checked Hyperdia regarding train travel? How about Chuo Bus for airport?
There is 6:43 to 7:05 arrival at CTS from Sapporo station via train. If the weather does not permit, you may sleep within CTS airport's vicinity.
