hi i am planning a trip with my wife and kids during 13/3/17 to 31/3/17 . want to know will i be able to see cherry blossom .

Depends on the weather and location in Japan you are visiting. But last week of March is normally okay. You can always check the forcasts and last year reports within this website for guestimations of dates.

Cherry blossoms begin to usually bloom in the end of March.
And they become in full blossom in approximately one week.
Examples are below.

Examples of blooming forecast at this time ;
Kyoto; March 28th to March 30th
Tokyo; March 22th to March 24th

Examples of full bloom forecast at this time ;
Kyoto; around April 5th
Tokyo; March 29th to April 1st

Basically blooming front(Not full blooming) coming up
from South/West to North/East also Lower to Higher ground.
So you have a lot of chances wide area in Japan west.

This year growing up speed seems slower now so make blooming date later than ave.
But if warmer days continued longer make speed up.
