Hi!

Are you allowed to bring your cabin sized trolley bag up to the observatory? Going to catch the monorail to Haneda from Hamamatsucho it is really convenient to do a short detour up to the observation deck...

But that deck "Sea-side top シーサイドトップ" is not free, enter fee is 620Y.

If you can tell us the time before and after, there may be other recommended places.
HND also has observation decks(all free) and a lot of restaurants and shops so it is convenient.
There is one International and two Domestic Terminal Buildings and you can move by free shuttle bus if in not mid night.

My husband carried up a rather large camera bag but I think he wasn't allowed to bring the tripod so left it in a locker in the train station nearby. It's a great view: Tokyo Tower, Zojo-ji, and on a clear day you can see Fujisan!
