According to this site http://www.onsen-r.co.jp/data/facility.htmlthere are 20972 onsen places in Japan. So onsen is in almost everywhere in Japan. Some are in Japanese style (or sometimes Western style) hotels (Ryokan) which you can use when staying overnight. Some are free of charge. And most are in between. The price around my home in Kagoshima are between 150 yen to 600 yen. So the question you made is like "what is the cheapest and the best coffee in Israel?" I guess the cheapest coffee shop will not be the best. You should write where and your preferences.
