Can Shishiku Highland be reached on foot?

After spending most of the day in Kanazawa, we're planning on watching the sunset at Tojinbo in Fukui, and after that we have a few hours free before coming back to Hikone (a relative's place). I noticed that Shishiku Highland has a nice view Hakusan City, and was wondering if the place is open at night, and if it is accessible by walking from Tsurugi station?
If not, what's a good place to stop by at night between Fukui and Hikone? Preferably something with a nice view.
