I am travelling to Japan from 22nd April?
Will I be able to see cherry blossoms in Kakunodate around 26th-27th April?

It is way too early for an accurate forecast, but if the current forecasts by tenki.jp are correct, then you would be in luck.

I think your timing is about right. I'll be in Kakunodate on 28-29 April and can only pray. By the end of this week, we should be able to see a more accurate forecast.
