coe in process, can i apply for tourist?

Hello, my coe for working visa is incurrently in process. Meanwhile can i apply for tourist visa? Or most likely to be denied?

If you're from a visa waiver country, you can just enter Japan without applying for a visitor visa. Just do keep in mind that if you're in Japan while you get issued your COE, you need to go back to your country to submit the COE to the embassy in your country to turn that into your visa.
