Emergency alarm?

Hi

Iam at a hotel in Kyoto and a alarm just ringed in my room.

We searched on internet and there is a level 2 emergency alert in Kyoto due to heavy rain. So we must prepare to evacuate.

Do you know about it? If we need to evacuate, there will be a stronger alarm? Evacuate to where?
