If you can speak a little japanese I would suggest you check travel agency like HIS/JTB they often have cheap packages that would include airfare,Hotel, Travel to/from airport in seoul to hotel. At times you can get surprisingly cheap packages, The staff can speak some english, Also you can check their websites for details on package. If you cant speak any japanese then you can try for No1 travel, http://www.no1-travel.com/ their prices a bit more than HIS.

HIS has really cheap deals, but you have to pay a little more if you are only buying a package for one. I went to Thailand for 4 days 3 nights last year (including hotel, airfare, breakfast, and an HIS agent meets you and takes you to your hotel from the airport, and back to the airport when you leave) for only 30,000 yen. I have seen package deals to Seoul for way cheaper than that. Also, the Tokyo call center now has operators who speak English, and a few other languages, they have a special reservation line you can call: http://g.his-j.com/en/air
