I am going to stay in Tokyo for 4 days for sightseeing, what's the best deal for bus/train ticket to get around the city?

It depends on your itinerary. But a Suica prepaid card is likely going to be the most convenient and relatively inexpensive solution. If your hotel in Tokyo is easily accessibly by Narita Express, the Suica&NEX package is recommended.
