Tachineputa Festival in August

We are interested in seeing the Tachineputa Festival on August 8 in Goshogawara but do not know the hours and the exact location of the festival. We are staying at Toyoko Inn in Hirosaki. Will we have difficulty catching the train after the festival is over? Greatly appreciate your advice and assistance.
