I saw that this pass is available for September for 3 non consequetive days in N.Honshu.
Is this Y10000?
Can this pass be purchased in Tokyo or outside Japan only?
I see "green cars" are excluded - what are they?
When can it be bought?
Are there any other conditions that apply?

The only major stipulation is that you have a foreign passport with a temporary visitor visa stamped on it.

You can buy the pass at the travel service centers in the main JR east stations. In Tokyo, there are multiple stations you can buy the pass at. See the list at the bottom of this page:

From what I understand, you choose three days to use the pass when you buy it. These three days must occur within 10 days of buying the pass.

The green cars are like a first class compartment with more space than the ordinary cars. But I find the ordinary cars more than suffciently comfortable, so you wouldn't be missing out much.

It looks like the rule is - must be used for any three days in ten from the date of issue or redemption when in Japan, within certain dates (Sept 1 to Nov.30).
Complicated, but I think possible for our visit this time.
