The weather around the base of Mt. Fuji is predicted to be cloudy this weekend, but a lot can change in a few days so check again later in the week. By the way, what hill are you wanting to climb? Kofuji near the Subashiri 5th Station or Hoeizan near the Fujinomiya 5th Station perhaps?

No bus runs to the fifth station between October and April. Unless you're a very experienced mountain climber, you should not climb "the hill."

Off season buses serve some of the 5th stations until as late as early December, however that's not gonna help the OP. If they are not running you can take a taxi or rental car to the stations as long as the roads are not snowed in.
Tokyonet is right that a winter climb to the summit should only be undertaken by experienced mountaineers, however there are some smaller peaks that I mentioned that are just a short hike from their respective 5th stations that can be an attractive day hike nearly year round.
