I intend to travel in to Tokyo, Hakone and Shimoda in Mar 2011. I want to use a combination of Seishun 18 Kippu ticket, Hakone free pass and Izu free pass.
I have some questions:
1. Does the Seishun 18 Kippu allow me to travel from Hakone-Yumoto station to Shimoda station?

No. Only the section from Odawara to Ito is JR. And a regular ticket along that section would cost only 650 yen one way and would not justify the use of a Seishun 18 Kippu.
