Are the lights still out in shibuya?

Really looking forward to my first trip to Japan this summer.Does anyone know if the neon will return to central Tokyo?

The lights in Shibuya looked normal to me when I last saw it on Sunday night. Maybe they've turned off a bulb or two, but it's hard to notice. The cherry trees were naturally lit up by ordinary street lights and shop lights as well, and the department basement was open past 7pm as it always was.
