Would it be cheaper to just use a prepaid bus card for travel around the Hakone , gotemba area. ( the surrounding area of Hakone ) or to get the pass for 3900 ..... Since I already have the JR 7 Day Rail pass ?

The Hakone Tozan line, the train in Hakone area, is not JR so you cannot use JR 7 Day Rail pass to take this train.

If you plan to stop over many stations in the Hakone Tozan line, or you plan to go Gotenba Outlet, I think it's cheaper to purchase the Hakone free pass.
It will cost about 3,300 yen for round trip from Odawara to Gotenba Outlet. If you want to enjoy also Hakone Ropeway and Ashilake sightseeing cruise, it will be cheaper.

If you do not plan to take ropeway or cruise, there is also one-day pass for Hakone Tozan line for 1,500 yen. You cannot ride the bus to get Gotenba Outlet by this pass, so you should pay for the fare but it still cheaper.
