Cherry blossom at Osaka Mint Bureau

Hi! I am excited as i will be traveling to Japan on the 16th! But i'm still struggling on my plan :(. Can anyone advise me whether the Cherry Blossom at osaka castle park has already blooming? As i am afraid that when i reach there on the 23rd, i will only be able to view fallen cherry blossom...

Another question, i just found that Osaka Mint Bureau is a very nice place to view cherry blossom in the middle of April. However, i have no idea on the direction to the cherry blossom viewing place. I have tried to google map the place but i could not zoom in and locate the exact place. Can anyone advise?
