Rail pass for military personnel in Japan?

Will be traveling to Japan to visit daughter who is in US Navy. We will have Japan Rail Passes but she is not eligible for one. What is the most economical way for her to travel with us by rail? Is there a comparable pass she could buy on the base?

It depends on your itinerary. One thing I can tell is any person can travel as local Japanese ppl travel with standard tickets.
