I read the link below and have some questions regarding this card.

Does the Haruka express usage include ticket fare and seat fare as well? (non-reserved seat fare cost 1150JPY to Kyoto)

Yes. Seat fee (express surcharge) is included in this package. You can board and take a seat on the car no. 5 and 6.
