we have the plan to visit matsumoto in18/11/12 . If we start to Japan Alps on 8.00 .19 nov.from Matsumoto can we go to Takayma in the same day?

Yes but I'd try and make sure you reach Toyama by 5pm so you can catch the Hida Wide View Express which arrives in Takayama at 6:39pm. This should be fine on a normal day travelling at a normal pace.
If you are later than that then there are some local train connections at 6:28pm but nothing after then.

Personally I have doubt going on the Tateyama Kurobe Alpine Route during the latter part of Nov. Autumn foliage season will normally be over up there by early Nov and though snow can be seen there won't be any snow corridor in Murodo which is best visited during springtime.
