Is the weather cooler or warmer than this time last year (since blossoms times depend on weather)? What is expected bloom in Tokyo and Mt Fuji for 2013

The cherry blossoms don't care much what the temperature is now. It is the temperatures during the winter month, especially January, February and March, which will determine the timing of next year's timing. The first forecasts will be published in February. Until then it is impossible to make any even slighyl accurate forecast (even the forecasts in February may not be accurate).

The timing of the trees around the Fuji Five Lake Region is usually around mid April. In lower elevations around Mount Fuji, e.g. the southern base, it is usually late March to early April.
