Hi there, In the discount air tickets page ( http://www.japan-guide.com/e/e2364.html), it states that these are available to foreigners who fly in and out of Japan. My question is, what if I take the ferry into Japan from Korea? Am I still eligible for the cheaper tickets? Thanks, Jason

No particular ticket is advertised in the article. Jetstar is mentioned, without prices, as a low cost carrier.
Presumably what liem is trying to say is that a discount air pass is not always a most economical option because lower prices are set by LCC companies.
I think that's a truth, but please note that such a price is not always set for every passenger; a special price is applied only when all the conditions are met.
My question is, what if I take the ferry into Japan from Korea? Am I still eligible for the cheaper tickets?
It seems you are not. I have read webpages (of www.ana.co.jp, ja.oneworld.com, www.jal.co.jp, www.staralliance.com) explaining these five air passes in English or Japanese; each of them states a condition like using an international flight to/via Japan. I suppose such air passes are designed to boost traveling by air to Japan.
