It says "Asakusa," and has the picture of the Kaminari-mon (gate) in front of the famous Senso-ji temple in Asakusa, Tokyo.
On the back side it has the layout of all the different gates, temple and shrine on the Senjo-ji premises.

It has no writing other than "Senso" as AK mentioned above. It only reads me to think that this is not a commemorative medallion, though the writing (the font) seems to be old. Maybe a part of keychain from the post-WW2 period?

It is just a souvenir medallion. Many tourist attraction venues sell these. My kids still have one from Aso in Kyushu.

I'm unsure, just an idea...
There is clearly 六区(Rokku; the 6th area) on the map. The Rokku that is redeveloping now was deserted recently, as Shinjuku-Shibuya area become busy? And 花やしき(Hana-yashiki) is written by hiragana, it's renamed from Kanji on 1947? So I think maybe it's made on 1950-1970's.
