As far as I can tell it says they can't accept credit from a different country (which makes sense because while I was visiting last year I couldn't use my card anywhere but 7/11) and require a bank transfer, but there's only so far google translate can take me. Any help that can be provided would be great!

It does not say anything about credit card, it simply says that they understood that the payment method (by your choice) is bank transfer, and once they receive your payment, they'll dispatch the goods to you by Sagawakyubin, Japanese domestic courier service.

Are you currently in Japan? if yes, you should proceed with the payment. They also say that if they cannot receive the payment by 24th June, they'll cancel your order.
