I've heard that all the female sizes in Japan are small or extra small because mainly Japanese women are petite. So most of them are in the range of small or less. Is that the same way with Guys clothing as well?

It is, but not as much as woman's clothing.
For your information, the average height of Japanese men is around 170cm, and most of them are thin. Actually, only about 3.5 percent of the Japanese population is obese.
Japanese M size may be a little smaller than an American S size, but it depends on the brand.
