I would like if a wheelchair user can board and alight an Enoden train?
If not, is there a staff who can help me?

Yes it alright.
The train ans stations are designed for universal use include toilets at station. The most stations have slope or lift. When you need help, just ask one of the station staff.

Most(Not all) stations with slope[車椅子対応スロープ] and toilet for wheelchair[トイレ(車椅子)].
