All kinds of places from McDonalds to Manga Cafes are open 24h, in Tokyo. What are you looking for?

No, in Manga cafes you basically sit in a library full of manga comics. You can rent a place on a couch or a private room with a PC connected to internet and other services. There's usually self service drinks provided and there's even showers, so some people stay there for the night or longer periods.
I'm not aware of a 24h hour maid cafe, but wouldn't be surprised if it exists (just in case that's your next question) ;)
