How does this tax back work?

Basically its done at the point of sale, and can only be done at qualified duty free stores.

Can I still get tax back at Narita airport? Seibu dept store was confusing my request with points discount.

Can I go to any Seibu store in Jspan for refund tax back?

I'm pretty sure you have to get the discount at the store, basement usually, where and when you purchased the product. No one will discount you at Narita.

I am sorry, but you need to have it processed at the shop/department store. I know it is the government tax, not the department stores', but the system in Japan is such that only certain authorized shops have that tax refund (duty free) system, and I am sure that Seibu Department Stores have that.

But once you make the purchase (for 10,000 yen or more in value), you need to go to the "Tax Refund" service counter in that store with your purchase, receipts, and passport, and have it processed there. You don't get it back at the airport upon departure (as far as I know). I have experienced the same system in some countries including Taiwan and Hong Kong.

As others have stated, the tax refund is always handled in-store. Why question it? do keep in mind you need to spend at least 10k yen to qualify.

At yodobashi/bic camera tax refunds are processed at the counter immediately.

There is no kiosk. Yes, it is a government program, but unlike in other countries it is handled at the store itself rather than at a kiosk at the airport.

That last comment was not really necessary. Who knows, maybe the OP used a so-called smart phone that doesn't understand foreign words and uses auto-spell, Narita becomes Marital.... :-)
