Aqua City, Decks, in Odaiba open on Jan.1?

I want to stay around Odaiba area during Dec.31 night and then shopping on Jan.1, 2014. If the shopping plaza around Odaiba, like Aqua City, or Decks, does not operate, I shall stay somewhere else.
