I plan to travel to Tokyo for a week from April 17, 2014. Is this a bit late to view cherry blossoms in Tokyo and vicinity?

That is typically a little late to see the mainstream variety of cherry blossoms.

However, you might be able to catch some late blooming varieties. Shinjuku Gyoen Park is recommended due to its long season because it has various varieties of cherry blossoms.
