二つ itself is a noun (at least for syntactic purposes) meaning "two things". It connects to other nouns in the usual way (i.e., with の). Just use Google for some examples of how it is used "in the wild".

- Sake wo futatsu kudasai. (Please give me two sake.) I'm not going to be picky about the counter for sake here :)

- Sandoicchi wo futatsu kudasai. (Two sandwiches, please.)

When you ask to buy/order things, we tend to mention the thing first, then the quantity. It's a bit like "I would like sake. Two of them please."
