Catching snow in February in non-ski resorts

Hello,
I will be visiting Japan for 10 days coming February and could need a bit of help. I have 2 daughters aged 11 and 15 who have never seen the snow and was wondering where would be the best place to experience this, but without skiing (just 'seeing' the snow really) and without overloading the whole trip.
Been looking at Hakone, Nagano, Matsumato, Takayama but can't seem to make up my mind. The idea would be to go there after Tokyo and before Kyoto as my plan else is like this:
Arriving in Tokyo - staying 4 nights Kyoto/Nara - staying 3 nights Leaving from Osaka - staying 3 nights before
Or should I just spend more time in Kyoto and plan a day trip from there?

Excellent recommendation! I second this! Jigokudani Monkey Park has got to be your choice, especially for the children.
