Hi, Will be travelling from Mishima to Kyoto this April 30 and it's the golden week. Do i need to purchase shinkansen tickets in advance? I think there is no way to purchase tokkaido shinkansen online, im not based in Japan too. Is it too late to buy on Apr25 when we arrive in NRT?Thanks!

No. There is never a need to buy shinkansen tickets for the Tokaido Shinkansen in advance. All trains along the Tokaido Shinkansen have non-reserved seating.
April 30, being a regular weekday during the Golden Week, is unlikely to be very busy. You will have no problem making seat reservations if you do so on the 25th.
