I believe that there are steps and so it is not really accessible in a wheelchair from the bus route. However, I believe that there maybe a way to access the temple in a wheel chair if one uses a car. "Visitors use stairs in the temple area, but there is a wheelchair route (car road) behind the main route. There is a locked gate with an entry phone, but taxies and cars that wheelchair users are on can enter through the gate by using the entry phone. " http://www.japan-accessible.com/city/kyoto.htmIt is a fantastic site for people using wheelchairs and wanting to visit Japan. Good luck.
