I believe that there are steps and so it is not really accessible in a wheelchair from the bus route. However, I believe that there maybe a way to access the temple in a wheel chair if one uses a car.
"Visitors use stairs in the temple area, but there is a wheelchair route (car road) behind the main route. There is a locked gate with an entry phone, but taxies and cars that wheelchair users are on can enter through the gate by using the entry phone. "

It is a fantastic site for people using wheelchairs and wanting to visit Japan.

Good luck.

Can i go to higashiyama district using wheelchair?
Thanks again

Here are some maps I made that show Part of Higashiyama and Kiyomizu.
If you take a taxi, they can't go beyond the point shown on the map. From there you can go up to where the stairs go up to Kiyomizu Dera. I think you can go around to the left and maybe get all the way up to the main building. Not sure.
Then when you get back down you should be able to get around a large part of Higashiyama. The Yasaka Pagoda is well worth seeing. I understand there is a garden there, too that might be accessible.
