a freind told me about a carriage festival held for one day. the carriages are taken out of a museum. where and when is it in 2015?

There must be dozens of festivals like that. Hundreds of festivals use carriages, and some of the more famous among them make museums around their carriages.

Among others, I can think of the Takayama Autumn Museum (I don't think that the carriages used in spring are displayed in a museum):
