sea side Ago bay or Tomo-no-ura ?

hello
we will travel in Kansai during 3 weeks. We are likely to go to Ise. Is it really worth, as majors temples are closed to the public ?
If we go to Ise, we would like to go to the sea, what place is nice : Toba, Ago bay ? We wil travel by public transport.
I also read about Tomo-no-ura, because we will go to Hiroshima and Miyajima. If we have only one sea-side on our way, which one would you recommend ?
