Are there convenient hotspots in Kansai region. Or is it necessary to buy phone card. I will book accommodation as I go along so I require wifi

All major stations along the JR West line has wifi. About a week free.
Kyoto also has a 3 day free wifi at varios spots in the city.
Both at re-registerable at no charge.

It's convenient enough that you can go find a spot if you need one, but not ubiquitous enough that everywhere is covered. But most hotels offer free wifi/internet in their rooms/lobby so you can always do your reserving there.
