When is the best time to go to Kawachi Fuji Garden? Like the prime bloom dates for wisteria? Are the wisteria possibly fully bloomed by April 23-26?

Blooming condition not flat and no blooming info as garden official announces. BC garden owner don't like too much visitors coming without stopping also felt bad manner visitors increase no good. Basically many travelers don't know Kawachi Fujien is "NOT public". Kawachi Fujien is owner's "Private garden" just open during blooming season only. Garden enter fee will be 1000Y/max so this fare is sign of full blooming. Last year 2014 1000Y starts 29 Apr. (still 28 Apr was 900Y). In 2013 1000Y starts near 2 May. (still 26 Apr was 800Y).
