I bought a watch from Amazon.co.jp. I will pick it up at my Hotel in Japan. Can I claim for tax refund at the airport?

No, there is no mechanism to refund tax at the airport. It must be done at the time of purchase from designated stores, which at this point must be physical rather than online stores.
