Can't send iSMS to certain number

My girlfriend is based in Japan and and I'm from the Philippines, but usually, back when she was using her old number (+0908), I was able to send SMS and call her without any hassle. However, when she changed her number to (+0808) a few days ago, though I could still call her, I could no longer send messages to her. I would like to ask for help since it's very crucial for me to be able to send SMS to her.

If she has an iPhone and is using iMessage, maybe she hasn't registered her new phone number in her iMessage account?

Oh yes, I did use both +81808 and +0808 to send my SMS, but it didn't work. I don't know if she's using iMessage but will ask her about it.
