You mean as a type of supplement? I think that is more popular (in tablet and powder form) in the States, so getting them in import food/supplement stores might be an idea. If you live in Japan or are staying for a while you could try amazon.co.jp.
Japanese products are more food that uses glucomannan as an ingredient (cookies or mixed with rice), or we tend to eat "konnyaku" (the plant-based food) itself.
